Weird relic..

Found this item on a field where i've found a lot of really old stuff here in the Netherlands.
The item is made of brass and looks to be decorated on one of the sides.
Any body an idea what it could be ??

My first thought is, the head of a hoof pick, but then why decorations?
Otherwise, could it be a hasp for a clothing item?
How old do you think it might be?
Any chance of some pictures of the decorations?

I cant take pictures at the moment but it looks very much like the end of a russian chrich tower, the other end is pretty pointy
