Weird, purple aluminum thingy

Found this in the water at the lake I detect at. Its made out of aluminum and unscrews into 3 pieces. There is a hole that goes all the way through it. What is it?

it looks like a tobacco pipe but is missing a piece the peice with the hole in the middle screws on to the bowl
