Weird oval bar/medallion?

I found this thing at a thrift store. It looked interesting and was heavy for its size and it was 25 cents, I found one for sale on ebay but there was no information about it other than a description. Vintage 1964 Medal Medallion First Citizens National Bank of Alexandria | eBay

It is heavy and painted or plated with a gold and black finish. It is a similar size and weight as a 5 ounce silver bar. It is not magnetic. Anyone know what this is?

My guess would be that it is a medallion given out by the First Citizens & National Bank of Alexandria in 1964. Could be PA or VA.

I figured that, I am more interested in in finding out what it is made of. Thanks for the help

Its not brass. The metal underneath is gray and it is not magnetic, so its not cast iron either.

Bronze over pot metal (die cast tin/zinc)?

Hard to tell without being able to examine or weigh it.
