My mom and her husband went to a couple of friends today. There friends wanted them to take this thing home to me, so that I could show it to you guys. My first thought was hand guard for when you are sewing, my second thought was auctioneers hammer. Molevacker the only wear marks is on top of the "wood". I don't think that it is amber, I come from Denmark and we got a lot of amber here. In my eyes it looks to be plastic, but I am not sure.

I think the amber part was the handle and on the other end was affixed a brass, copper , or
lead disc with a design or coat of arms, and it was used to seal the wax seal on letters .

It's a pipe tamping tool, aka pipe tamper.
It just came to me as I burned my finger.

Idk, after looking again, I'd still wear gloves.

Sorta looks like ostrich skin on the end

I was trying to figure out what it was, I think you are right.Could also be Rhea or Emu.

I know this was posted as solved, I cant agree
possible amber, but need more info
could be a plug for a water bladder
needs to be tested for amber
