Since it is divided into twenty four graduations I would guess that it corresponds to twenty four hours. Could possibly be a reader to look at the graph charts from a 24 hour recorder.

Semi trucks began being outfitted with a tachograph that would monitor speed and rpm, and would transfer the info onto a round piece of paper. That item you have is for reading the tachograph sheets. The boss could look at the sheet and see how fast you drove, and how far you revved up the engine.
Now, all that is done electronically.

I worked at the factory where the US distributor was based. That was the Kientzle Corporation known as ARGO in the US. They would actually send an interpretation specialist who would testify in court for the carrier. They claimed it could read down to seconds and five feet of highway. I worked in the department that did special modifications and repairs. They were very popular in police cars before the onboard computer and could be used in situations where someone claimed that the officer pulled over and assaulted the suspect. They also recorded the lights siren and shotgun socket.
