Weird Button Thing

These are 2 similar items that I found. I found the orange one in France and the white one in Luxembourg at different times. After I found the first one I just thought it was a poorly made button but after finding the second one it got me curious. I found them at sites that contained items all the way from the 1600s up to modern times. Sorry for the upside down pictures.

Any info is appreciated.

they are hem weights.

I was thinking that before but they are so small and made of what i think to be zinc.
