This could have been pumped in during a beach replenishment on the Treasure Coast. I found this one as the tide was out about halfway up in hard pack 20° angle. It was approximately 8 or so inches down with much much more sand under it. That's why I am assuming it might have been pumped in during Beach replenishment.
Or.....a lumber jack lost it while fishing.

I put some corn starch where it looks like letters. Possibly RRL...??
Through a email sent( with pics) to maritime museum curator for a possible ID. They gave me an answer that would be 95% positive that it is just a shim that may have been used on some heavy equipment/ boat/ barge
etc. The possible RRL would be the position of that particular shim.
