I think that's a 45-rpm single record insert so you can play it on a variable-speed spindle record turn table.

I agree that its not a token... but perhaps a piece of one of the recording devices that this company made. Which one or what part I don't know :-\ http://www.webster-chicago.com/
It appears to have been attached to something, based on the wear around the hole in the middle of the item.

i didnt think it was a token, but the only reference i found on a quick google search... was for an auction of various tokens..
