Looks like shell fossils, the nacre (the white shell) has eroded off.

Looong ago, I was a Geology student at college and a fossil hunter. Your find appears to be a cluster of one of the many-many varieties of Brachiopod fossil seashells. You can view a very similar one currently for sale on Ebay, here:
