Water heater question

Is it really a water heater or designed to cool the exhaust?
 

So my creek is still a raging white water river with the runoff I am fixing on doing a little highbanking and want to use my dredge pump which has a water heater on its exhaust, is it safe to run the pump without running water through the heat exchanger?

The water also cools the exchanger find you a stock muffler and run it when you do not want hot water. The other option is just run the output hose into the creek.
 

I agree totally with OKBASSPRO ! the water running through the exchanger keeps the copper tubing from getting really hot and disintigrating in time ! remove it if your not going to use the warm water , they cost to much to ruin it ! Atleast you asked before doing it and then asking for thought's ! Hope you have a GREAT time out there !
