VR Crown padlock..

Sometime in the the reign of Queen Victoria 1837-1901. VR meaning Victoria Regina (I wasn't sure if that was in the info you said you found).
I could be wrong, but think I recall someone narrowing it down on this style to the 1860's-1890's.

Items with the crown and a regent's initial (VR, GR, WR, etc) are made by companies who had a royal "warrant" or contracts by the British ruler at the time. VR stands for Victoria Regina. It is sort of like an endorsement by celebrities on products today, if you bought an item with the crown VR on it, it was good enough for the queen so it must be a great product.
