Vintage Liberty Torch Medallion

I was told this was a Vintage Liberty Torch Medallion and I found this today here in Indiana about 4" - 6" down with my Garrett Ace 350. I have searched the Internet for it but haven't found anything so if you guys could help identify it 100% I would appreciate it.

I don't think it's more than 30 years old or so , likely these were given to local runners finishing a 5K race or at the high school
track meet - that kind of thing .
