Anybody ever found anything like this? Found a slew of percussion caps the other day and was going through them separating the complete ones from the "bits and pieces." I see one that looks different and the sucker has brown CLOTH in it!

It looks like a complete cap got crimped or squeezed around a piece of cloth. I can't imagine what circumstance might have led to this. It was deep, just in front of a trench, and like I said, found in a small area that contained dozens of caps, both fired and dropped. Any ideas?
