Your Guess is as good as mine!! You see it. 1 hole on one side of what I consider the top, 2 holes on the other side ! It had a chain attached to it. The bottom is threaded on both sides. My only thought was travel salt and pepper shaker ! So small it would not hold much of either. The only other background I can give you is it is from a field that used to have a small Traveling carnival set up there from the late 1800's till the 1940,s I have pulled several junk rings, and and other carnival trinkets, and coins dated from 1877, into the 1940s. I think it's a spray nozzle to those portable water sprayers that firemen use for brush fires .

It gives you a choice of 2 types of spray discharge . I think they call them Indian Cans . They are pumped with a hand pump and worn on your back .
