Very Old Milton Bradley Puzzle - Help!

I have searched and searched and can’t seem to find information on this puzzle. I believe it is old due to the theme and the patina. Bonus...there is a second puzzle underneath (not pictured). Any information as to its age and collectibility? Thanks.

I can't be sure but looking at the artwork, my guess is it's from the early 20th Century.....1900-1925?

I agree with the early 20th century.
Those chain well pumps went out in the early teens.
