Vehicle Tag

This metal tag is 2 inches by 1 1/2 inches. It states "BUFFALO VEHICLE TAG To April 30, 1917 7250". Is this a motor, bicycle or some other tag? Could it be from Buffalo NY or some other town/city? It was found in NE Penna.

Here's a similar one from the early 20th century:

Buffalo NY would not have been an unreasonable driving distance from NE PA in 1917. But as an antique car owner, it would have been a long, hard drive by today's standards!

"1917 Buffalo NY Vehicle. This was dug. Rare item I am told. Used on Model A's as ID."
