Huh, I'd go the other way with it (WWII or earlier), since I think it's either a cavalry bridle rosette or perhaps blinder rosette. The exact diameter will help determine its original use.

That is a bridal rosette, but I am not sure as to the time period. It looks to be Spanish American era but I am not an expert on them.
