US Bridle Rostte?

My hunting partner Treasurehound found this in an area where alot of CW activity was and in a city park, he had first thought it to be ww1 or ww2, but in my book it looks just like a US Bridle Rossette, can anyone give some more info on it, my book shows 3 styles of US, and this really matches one.

Those are Spanish American war era, around 1890 to 1910 or thereabouts.
