UNUSUAL Scotch Canister - marked Chase Japan (Pegasus)

Any ideas on this piece. He stands about 9 inches high and his head comes off. The cork is deteriorating a bit, but the thin porcelain (?) neck is still intact. The toe appears to be chipped, but this was a factory chip bc there is glaze over the toe and the glaze has crazing.

Any help is appreciated.

Cant help with canister but do have 3 carved wooden pictures with same Chase/Japan sticker with Pegasus...these belonged to my Grandmother and would say at least 35 years old...this is first Google search to produce result i was looking for...would guess Chase/Japan probably an import company
