It appears to be the top portion of a coat of arms. More specifically the torse and crest. Neat find!

Its a Livery Button circa 1830s (far from unique)

Hard to fully ID, but as many types, as buttons, made for uniforms of large families (servants) - so lots out there, plus some generic (of the shelf) designs.
