It is sort of shaped like a horse head.

Possibly part of a bit?

Very nice & a very rare type of Saxon/Viking Stirrup Terminal. Never seen this type before, but it's more of the Viking influence than Saxon, hence the stylized Dragon's head. I would call it Anglo-Scandinavian, circa 10th-11th C.
If you have never heard of them, you had 1 Stirrup Mount that fixed the leather to the top of the stirrup & 2 terminals; 1 in each of the bottom corners to hold the triangular shaped stirrup together.
