I think what you have is the end off of a brass stirrup. If you look at your last picture and turn it upside down, then you will see where the strap went through the slot. Your foot would have been on the other end. In other words, you have the top of a stirrup.

Looks a little small and squared off on the one end to be a hoof pick, if that's what you mean.
