found this today in Germany, smaller than dime, date says 1396 or 1596?

the other side is blank. its a 1 Heller but i cant find the location its from. the top says "S.1.H"

Could it be a token versus a coin?

I've found a 1 heller from Regensberg. It's got the same markings and a blank back which leads me to believe it's another state or "area" this heller came from. I've searched all over. Maybe it's time for the heritage office
