Unknown medalion

I have no idea what this is. The only thing for certain is the "NO" or "ON" and the grooves. The quarter is shown to get a general size along with rough out line of it's assumed shape and size about 2 1/2 inches. Appears to be cast. I can almost see a beehive shape near the point. This portion weighs approximately 3/4 oz for a estimate weight of 3 oz. What is this????

I've adjusted the view 180 degrees. It now seems to be the right half a wing shaped emblem. Any help with this would be much appreciated.

Under close examination this dug this piece was fully engulfed with a calcium sand matrix. A initial guess was lead. That was incorrect. Upon a good soak with CLR cleanser revealed the piece as shown in picture. A better answer is a much harder base metal that still retains very fine details that can't be seen in the photo. Best guess is bronze or similar alloy mix. The surface is deep brown and smooth with a nice deep green patina and amazingly no minute scratches. As this was found under always wet sand this convinces me that this a high quality metal with a quality casting or pressing that has been sitting in the wet sand nice and stable for a very long time. There still is lots of encrustations and surface denting that mar this partial piece but man this is one sweet find.
Tell me if can you find the eagle's head in the picture.
Now all I need to do is nail down when a item like this was made. Any help in that area?

hi , I think that what you have found is a 1933 Nurnberg nazi party rally badge. U in german in the 1930's had dots or dot in the top of the U .When exposed to elements or a mis mold would make the U look like an O Also the eagle is same as the designs by Albert Spears for the nazi party.

I confirmed that this is in fact a currunt for sale item via a further search on the buckles age. So it's not an old find but the search was fun for me.
