we need more information, maybe some measurements, context of where it was found, is it like concrete? is it possible to chip a little off to see whats underneath that? the rock may just be a thin layer covering metal beneath.

It's approximately 3 inches top to bottom. The thickest part of the bottom is approximately 2 inches wide or so. The stone is the color of granite but I'm not sure of it's make up. I haven't chipped any of it yet. Hope this helps.

It is hard to tell the size of the object but it might be upside down with the metal rod being at the bottom. If so it reminds me of a survey marker for lot corners etc. the surveyor would drive a piece of re-bar into the ground then dig around the re-bar and pour concrete to nearly ground level. this would leave a more perment survey marker and easier to find than just a rusty piece of re-bar.
