Not much info to go on, but my guess (depending on size) is a broken andiron.

I think its an old tool to remove big truck tires from the rim. just a guess, I know I've seen one like this before, but I don't remember
just getting to old, I guess. thanks for posting. keep digging. marion

I have seen train parts that look like that. I think its something to do with the braking system. Back then it could have been re purposed for a hundred different uses.
