There was a similar artifact in the What Is It post on here about 2-3 weeks ago, I been trying to find it but can't. I don't know if it was Solved or if anyone even commented on it, i remember looking at the post last and know one made a comment. I will try and find it.

Fairly sure it's a shoe button cover. Early 1900's if I recall correctly.

I located the posting you spoke of and I'd have to say that is the likely the same/ similar artifact. "An Ornamental Covering for A Shoe Button".
