I've never seen a buckle like that. It looks like some sort of hanger to me.

Its from a WWII era rifle sling.

Yeah. It’s called a “frog”. Specifically off of a M1905 sling. Though BAR slings have them too.

I’m jealous! Surplus M1905s are difficult to find here at best. I have 3 Garands, am 03a3, and an M1a that are all woefully lacking. If you ever want to unload any of those, let me know. The commercial ones are just garbage with few exceptions.
