Unknown benchmark!

Found this in the middle of now where in the pine barrens in nj. Does anyone know what it is. I'm guessing it has to do with the central railroad bit not sure. It was attached to 4" concrete slab.

I have found markers in the woods where I hunt there in concrete but have a copper engraved marker inlayed they were placed by the coast guard in the fortys
