Union powder flask nozzle piece?

Yesterday I was detecting in a field where Union troops camped one night and found this brass relic. A friend found a powder flask valve/nozzle there earler this year that was similar but not an exact match. If I am right the nozzle would have screwed onto the small threaded part on the top and the base would have attached to the flask.

looks like it to me. missing the spout and the thumb lever is broken off

I don' t know why but I'm thinking it looks fuse-ish.

looks like a flask top to me

Either powder or shot, more than likely powder. It might have accidentally got in someone's camp fire and that's why you are finding pieces.
