Crazy thought, but things like that crop up when I look at relics like that. Thats all I can come up with right now...

being from a yankee camp i think it most likely is an early version of the much used duck calls for sale to hunters everywhere...i think they called the early versions a ''''reb call''''...........gldhntr

I'll take a wild guess. It's difficult to judge the size...

Could it be a device to assist in the making of "tear cartridges" (the paper/power/bullet loads) used in muzzle loading rifles of the era?

yes,I see a pin and there is probably a spring in there ,it is a clip or clamp for something...Monument New York ....there was a brass manufactor there who made brass instruments (musical)....hmmm!

def along the lines as a powder loader the tip would load into the muzzle have u measured the capacity of the collector that would tell u the grain size the measurement of the tip would tell u the bore size modern muzzleloader have a grain size of 90 (aprox) with the bore being 50 cal think most rifles were 60 cal during the CW know there were many odd size guns used
