Union army hat pin?

I found this at a site where Sherman's troops camped for a night. Most of the gilt is still there; the pictures don't do it justice. It is very small-only 5/16" in diameter. The picture with the two pins is from an ebay ad with this description: "Scovil Mfg. Waterbury Civil War era hat pins 3-piece domed button. "

They describe it as "Pre-Civil War" on the above link, but yours is a lot smaller. Sleeve button to the same coat?

I also find it as indicating "City Police" but that site didn't seem so "authoritative"
