Unidentified bullet and lead mystery . . . help?

Found on Cold harbor battlefield. The bullet is .50 cal, flat based like a carbine bullet, has 2 pronounced rings but a third shallower ring is visible. The conical shaped item might be a carved bullet. But if it is, it's masterful. It's as smooth as glass and the wider bottom is paper thin. It looks like it has a base like an enfield bullet. (A small flat spot at the end of the interior conical indentation). It is made of lead. Ideas?

Bullet is a Spencer. I think the other is a carved bullet.
 

final cap--(topper) for the end of wooden a flag pole or banner.
