Looks like a modern sink drain sleeve assembly, but obviously a much older style. Keep diggin' that site! 8-) Sub

I think a lot of things can be identified, I don't think too many can be 'unidentifiable'

Your item looks like an old candle holder, the slot in the side had a lever attached to push out the candle stumps after they burned down and has since rusted
