Looks like a soldering iron with a specialty tip.

Sorry, I missed the part about it being 16" long, so I think soldering iron is out.

If it is a soldering iron, you’re probably going to find traces of lead on it if you clean it.

It is an old time soldering iron, missing it's wood handle. It would have been heated over a flame, like a small forge or a torch. They came in all shapes and sizes for different applications

I never saw a soldering iron the size of an iron. I've got a couple of old ones that are maybe a foot long, heads bigger than a screwdriver and about the same length. Is it dished out on just one side? Good luck.

NK is correct. These type of soldering irons were used for tin and copper roof work, as well as guttering work. The man who taught me how to do that work years ago had many different ones.
Modern ones run with propane and have interchangeable heads.

I think I have a few of them in storage still, mine came from a guy that made stained glass windows
