U.S.M.C.-Type Button with letter "J"

"GREETINGS & SALUTATIONS!" Here is what appears to be a very old button with the eagle/anchor/globe of the United States Marine Corps with the letter "J" atop the device, but it is not Marine Corps, perhaps a school that had an R.O.T.C. programme patterned after the U.S.M.C.? The back of the buttom reads Waterbury Button Co., Connecticut and it is 23 m/m. Thank you! Respectfully yours, Sarge Booker of Tujunga, California
