The one with cannons is a coast artillery equipment tag, WWI era. They were fastened by three prongs in the back onto many canvas material items. Same can be found for infantry, chemical corps., etc.
I believe the other words on your Geat Seal button are: City Button Works. It too would be WWI era.

in regards to the 'dog tag'.... El Fraile Island in the Philippines had US Coastal artillery. If your items were found in the same area, it would explain some more

And I would guess that the U.S.E.D. acronym in this case was the U.S. Engineering Dept., (which I don't think still exists as such?). But El Fraile was being buil up in this tome period, which was the type of work they were involved in. However I can't find specific information that they worked there. Anyway, it would be perhaps a tool tag?
