Two pewter items found at union camp

Found these today and need a little help to ID them.

1st 3 pics show pewter something that has a (the) capitol building on it with "Capitol" below image. It had some letters on the edge with a few left but to many gone to decipher. Above the dome there is a bend-out that has part of a rim so looks to have been made that way. On the small part the word "scove...." on the edge and part of building image on face. Perhaps a lid??

In next three pics what looks to be a Whistle or mouthpiece of musical instrument. Its white metal or pewter, has a casting line on both sides, a barb on underneath (that's why I thought it may slide into an intrument). And it does whistle loudly.

The Capitol piece is a pewter ash tray I think , that said U.S. Capitol Souvenier.

It may have looked something like this originally:

Somehow that won't surprise me... We've found some odd crap in this field! Along with lots & lots of good stuff.

Yes. I think the "scove" is actually "souve", as in souvenier.

The remaining piece is definitely cut to make a whistle sound.
That's exactly how you would make the cut for a loud, efficient whistle in the human-audible hearing range.
Although mechanically, I guess one could make similar cuts for other purposes (i.e., latch engagement, complex machinery, etc..)

Now, as to what it goes to? Or, if it is a standalone part? Don't know.
I highly doubt that it is a mouthpiece to a musical instrument.
Might be a high frequency organ pipe, (but again, doubtful).
Proably just a whistle?

The NI is missing but that's what it says,
Also, looks at how it is stamped in the center of the other photo I posted.

Isn't it odd what the soldiers would carry around with them. Crap....Well I still have hope for the whistle!
