Top item looks like a WWII or later U.S. Army military police collar disk.

Good ID PBK! was going to say the same thing. I was an MP during the late 70's. However, I believe it is fairly old. The newer ones were made that the pistols could be removed from the disc. The OP photos seem to indicate a one piece manufacture. IMHO.

Checking it again, I agree that it's earlier than I first thought, Scott... but not a lot. It's a Type III disk, clutch back, with a plain/patternless background. Earliest date for one of those would be 1937. The next major change came in 1944; however, it's likely that some of the Type III's remained in use after that.

I think it's a great find and it would have been very poignant to me if I had found it.
