it was in contact with a copper coin for a long time.the patina actually increases value if left alone.once you start to polish or clean its value is prolly toast anyways so just drop it in muriatic(swimming pool)acid for a little while...or take fine steel wool to it

The least invasive way of cleaning silver coins is just soak them in some fresh lemon juice it should take off the worse of the staining without damaging the coin.
