✅ SOLVED Trying to see if I am right

So I found this today and I think it may have been some sort of clasp perhaps to hold a cloak or shirt collar. I could be way off on its true identity so I thought I would ask here.
It measures about 3 inches long and 1 1/2 inches wide. I do not know what metal it is though it looks to be maybe silver or brass. There are no makers marks anywhere that I can find. The detail on the front is amazing, under a magnifying glass I was able to see fine circles on the figure eights. I thought it was maybe a clasp because on the back, on the upper left and right corners there appears to be a place where something was attached. I am not sure what the "flipped" part is for. If anyone has any ideas I would love to know what I truely found. Thanks.

Pretty sure its a buckle,missing the bar.The flipped part would latch to another piece on the other end of the belt

It looks like a buckle. On the back you can see 2 attachment areas. Neat find, Breezie

My husband and I have agreed that a buckle seems to make sense so thank you everyone that helped
