Trying to identify metal badge with Cyrillic writing

Hi. I have come into the possession of a rectangular, metal badge. As shown attached. It measures approximately 65mm by 45mm and is made of some form of metal. The writing appears to be Cyrillic, but so far I have been unable to identify what it is for. Can anyone help?

The Map of the World Ocean demonstrates the Pioneering Ships and glorious pages of the Russian age of sail about which we know little, and that is why it is so much mysterious and attractive.

The series of the pins was produced in the USSR in the late eighties of the 20th century, and has never been reproduced.
