✅ SOLVED Trying to figure this buckle out.

I found this buckle about 14" down yesterday at a colonial/ plantation site. My daughter is guessing it is part of horse harness. I am thinking it is to thin for a horse harness and guessing something else. Who's right and what was it for? Thanks for the help
