Trigger Gaurd or Music Box???

Found what appears to be some sort of trigger device today although it also appears to have a tiny keyhole. Any ideas ?

I don't know what it is but it is freaking awesome. It's definitely a lock for a drawer or a box but I can imagine exactly how it would be situated

....Interesting , ARROWS and (olive branch or snakes , or . .... and Eagle looking to the right (our left).
Curious as to how many "stars" are present ..... DON'T clean but a small toothbrush might clear that away

IT APPEARS THAT THE EAGLE MOVES UP AND DOWN...THE KEY LOCKS THE EAGLE IN PLACE ?

The Eagle ,when pushed down or pulled up , will plunge the "bolt" or pull it up .
