TRANSPARENCY HELP NEEDED

I have tried to figure out how to overlay maps/photo's. First.....i'm hoping sombody here can post a guide on how to make a file transparent. Second....How to overlay that transparent map/photo over another. Any help would be apreciated. Oh yea....please be as specific as possible as to what programs and steps to perform this. Thanks.
 

I use Paint Shop Pro 8.

Open an image file (.jpg or .gif) from your drive. Click the "Layers" menu and then click promote background. Look to the left and down to find the "Layers" dialog. You can use the slider to adjust the transparency of the image.

Note. ONce you have saved the image it will no longer lie transparently over another. You must create your overlays before saving, otherwise, you will need to start over. GL.

So, you mean have the image already behind it that you want to overlay on?
