The brass piece looks like a FLEEM (sp?). Fleems were used as a medial tool for blood letting in the 1800's and earlier. Yours looks like the body without the blades. I won't swear to it but that what it looks like to me.

Looks like it would fit inside of the toy gun part, maybe a trigger lock ;D?.....NGE (T)

the brass item looks like the hinge part of a wooden folding carpenters 36 inch rule,not so sure 'bout the toy gun part tho'

I'll have to agree with Sweatysock on the hinge being from a folding ruler.

the other part looks so familiar, can't get my mind to remember where I've seen it before.

Your 'toy gun' part looks like it could be part of a compressed air gun tool - or similar ;D

I think the other 'gun grip' style piece is that of a small handsaw.
I have similar such models in my tool box...
The thin slot where a barrel might go would be for the saw blade I think.
