I believe that Tootsie toys were mostly aluminum

It doesn't look like a Tootsietoy compared to the Tootsietoy vehicles I found online. The ones I found were made differently and not as crude. Maybe it's a Hubley or Buddy L. The brand should be cast under the roof. You may need to carefully clean it out if you want to know for sure. Here's a pic of a couple Tootsietoy from (I think) made in the same period as your car, which I think is sometime in the 30's and definitely prior to WW2.

Tootsietoy Fords: #6665 Model A Sedan and #4665 Model A Coupe (you can see that they were made differently than yours)
