maybe a tool to put lines in concrete or something? any dates, marks, numbers?

I think flyinguy is right. Plaster scarifier comb. It puts texture or grain in uncured plaster - like swirls on the ceiling.

A scarifier scratches the undercoat so the next coat will stick. I dont think ithe teeth are long enough to scratch plaster without clogging up. Maybe for a light design but i dont think so.
