Token?

My friend dug this quarter sized coin or token. It looked like a presidential token to me but I couldn't find a match, and he asked me to put it up for him. Thank you in advance for any info.

Looks like the Guy they put on the Franklin Half

The back of this one is toast. Looks like two RR's at 11 o'clock, a C at twelve o'clock. Followed by a K A, looks like a smaller font, could be wrong. The only pic he sent me.
