It's evidently the disk or token from an "edge spinner." The token rotated within a small frame. Flicking the edge made the token spin rapidly, and the images of both sides would appear together— resulting in an amusing, or in some cases erotic, third image. Try spinning the token, or superimposing the photos, to see what the combined image may have been: a bird playing the fiddle... or whatever. ::)

Nice work, M J! Now I've got a headache! :P

The only problem is, we don't know the orientation of the sides— i.e., is the reverse inverted from the obverse, as on a coin; or the same, as on many medals? That would definitely make a difference in the composite image.

The orientation is close. The bottom pin can still be seen protruding slightly.

I guess the combined images could be viewed as a bird playing a bass fiddle. (After M J's assault on the senses, anything's possible! :P)
